Medicare vs. Medicaid: What Tampa Families Need to Know About Paying for Home Care
Category:
When a loved one needs help at home, one of the first questions families ask is:
“Will Medicare or Medicaid cover this?”
The answer is important—and often misunderstood.
Medicare: Limited Coverage for Home Care
Medicare is primarily medical insurance, not long-term care coverage.
It may cover:
- Short-term home health care (after hospitalization)
- Skilled nursing or therapy (physical, occupational, speech)
- Doctor-ordered services
It does NOT cover:
- Ongoing personal care (bathing, dressing, toileting)
- Companion care
- Homemaking (meals, light housekeeping)
👉 In most cases, non-medical home care is private pay (Note: there are 2 Medicare programs that pay for limited services. If you have an Advantage Plan you may qualify for 140 hours +/- of Home Care when discharging from a hospital or rehab. For setails see your insurer. If you have Traditional Medicare, there is a new pilot program for those with Dementia that includes $2500 for in home care or adult day care per year for respite purposes. See our Guide Program blog article or call us. for more details.
Medicaid: Broader Support (If You Qualify)
Medicaid can help cover long-term care, including some in-home services—but:
- You must meet strict financial eligibility requirements
- There may be waitlists for waiver programs in Florida
- Services can be limited or structured
What Most Families in Tampa Do
Many families in Hillsborough and Pasco counties choose private pay home care because:
- Care can start immediately
- You control the schedule and caregiver
- No eligibility delays or restrictions
